Capital Improvement Plan (CIP) Projects - FY 2027
City of Norfolk
Updated Nov 3, 2026
About this dataset
The Capital Improvement Plan (CIP) is a multi-year plan for capital expenditures to replace, maintain, and expand the city’s infrastructure. The city uses the CIP to develop infrastructure and maintain the quality of life offered to residents and businesses. The capital budget supports non-recurring expenditures, such as the construction of buildings, acquisition of property, repairs, and improvements to roadways, building maintenance, and the efficient operation of the water, sewage, and storm water systems. Capital funding is limited to the cost of the project and may be expended over several fiscal years until the project is completed.
This dataset shows the projects that were approved to be included in the FY 2027 Adopted CIP. Each capital project included in the CIP is either approved for funding in FY 2027 or included as a planned project in FY 2027 through FY 2031. The inclusion of a project beyond the current budget does not guarantee it will be funded in the future. This dataset will not be updated, however, a new dataset will be created each fiscal year for the new CIP.
