About this dataset
The Composite Index of Local Ability-to-Pay measures each Virginia school division's relative capacity to fund public education, combining true value of property, adjusted gross income, and taxable retail sales indicators. The Virginia Department of Education recalculates the index each biennium per the Appropriation Act and uses it to determine the state and local share of Standards of Quality funding.
